You messed your installation. Remove libvlccore*, remove any third party repo and any package installed from them, and reinstall VLC.

I have a debian testing and i update vlc and now it does not plays anymore h264 and "VP90" (Google/On2's VP9 Video) (.webm extension).

version 3.0.17.4.

Parole player does not plays h264 anymore too (but plays vp90).

Avidemux plays all!
