So two years later I had to reinstall VLC and had to re-hack this problem and I couldn't get it to hack. Fortunately I had the ini file from another computer I did this on to copy and use. But this still is an issue and is still worth patching the INI to fix.

Just read the bug tracker and it seems some of the developers are not taking this seriously. I used the post by Mederi above to edit the vlc-qt-interface.ini file and I'm back to golden.
