Still having the same problem. So far VLC is not supporting rtsp stream...

You could try using the Windows Command Prompt using any of the commands listed here On Windows 10 or 8.1, both command prompts can be accessed by right clicking the Start menu button on the taskbar which opens the Power Users menu.
