OK, I removed the snap version of vlc3 and uninstalled the vlc4, removed the vlc4 repositories, and installed vlc3 from ubuntu. Same problem- vlc crashes when selecting a video file. Just updated to the latest vlc 4 build. Am able to play video, only when I navigate to the (on mounted drive) video file itself. Still jerky in full screen, but, hey, some progress.

vlc file manager still not able to recognize any NTFS formatted volumes, however.

Turns out I had three files: 00-amdgpu.conf 10-amdgpu.conf 10-radeon.conf I removed both 10- files and modified the 00- with the options. Some improvement.
