I did the first part
tools/preferences/Codecs/hardware accelerated decoding-disable

and it was much improved.
Also tried the second fix and found it had a negative effect, so undid it and programme running OK again.

I have the same problem since the last update. Uses maximum CPU of 100% and slows everything else down as well.
I know old versions can be down loaded. Is there any instructions on how to install it?

Installed VLC 3.0.4 yesterday. Not sure what the previous version IO was using was, but as I use VLC regularly, I expect it was 3.0.3.
