This fix seems to have fixed the problem for me after updating from (VLC 2.x) to (VLC 3.x) I modified the following settings: Preferences -> Inputs & Codecs -> Hardware-accelerated decoding to -> ( DISABLE ) Preferences -> Video -> Output to -> ( Direct3D9 Video Output ) I hope it works for you.
