I tried to run same IP and different port and everything was OK. I also tried different IP, same port and it is working again. Maeby any network problem?

I think your command is wrong, but probably only mistake i ntyping, otherwise you cen login to telnet. Bandwith is about 20Mb/s and CPU load average is 0,7. It realy looks some pakets lost, but I don't know it is the DVB-S card (Skystar 1) or VLC problem.
