I have the same issue and solved it with the same suggestion. Why is it worrying, what's wrong?

Because on Windows 10, you should get a working D3D11.

What should I do then to fix it? Any advice?

I can also say that it happens everytime a UI pops out, such as volume control UI when volume is turned up or down, windows notifications, bottom floating bar when mouse is moved.

It seems it's inverting colors but I think it actually does a blue flashing.
