I was able to get my videos, mainly MP4s to display by going to TOOLS/PREFERENCES/VIDEO and changing the Output heading to Direct3D9. I am unable however to get the Adjustments and Effects/Video Effects/Essential to work

Hi, I have used and enjoyed VLC for years and recently upgraded to the 3.0.3 version. I use a HP Desktop with an AMD A6 processor and Windows 10.
