In windows 7 control pannel (it's the same in lower versions, don't know for earlier):
In folder properties uncheck "hide extensions whose type is known" (roughly translate from french sorry).

put a look in advanced view settings, the playlist category there is a drop down menu where you can choose the behavior of the folders.
But I don't know if this working because I test it and notify no change...
