I'm using a large VLC window and interested in padding ultrawide videos in order to get 16:9 aspect ratio. (black bars above and below.)

You mean seek not-precisely? Yes, unless the selected time spot is a keyframe. No, it is not. It's the default behaviour for vlc-1.1.x-win32 versions with MKV videos (while the video is playing, not paused), at least for me.

Is there an option for the player to seek to the previous keyframe rather than the exact position when manually selecting a time spot to view on the time toolbar, like in 1.1.x versions (with MKV files)?

I've tried it already, didn't work.
I'm using this old version because it supports mkv cropping parameters, as opposed to the newer versions I've tried.

A question regarding mouse cursor and time toolbar

When moving the mouse cursor to some point on the time toolbar, (without clicking it) the point's time is displayed above the cursor.
Is it possible for the user to change it, so the time will be displayed below the cursor?
