Turing Video/Deinterlace from automatic to off fixes the flickering green for me, so far...

Same flickering problem 3.0.3. Closing Vlc and reopening makes it go away temporally. Sometimes just pausing for 10 seconds or so will return it to normal. Windows 7/64, Kaby Lake, NVIDA GeForce 1060 3gb
