Neither of your explanations would seem to imply a way to correct the problem, is that correct?

When you've paused a video for a significant period of time, it sometimes takes several seconds for it to start to play after pushing the play button and more often has a somewhat scrambled picture that takes a few seconds to resolve. You are absolutely correct. The issue is in the task scheduler I was using.

On the previous version of VLC, when you ticked the preference for Remember Volume, it would set the volume going forward to be at whatever volume you last used, even if it were at 200%.
