With portable version I mean the official VLC versions (NOT the portableApps version).
Just download the official 7z or zip VLC archive and unpack its contents to a folder (and run VLC.exe).

Hi, I guess you're not the only one. This was one of the first things I noticed in V3.0, the extreme slow scrolling with the mouse wheel. This is one of the features I use most in VLC (quickly scroll through some recordings). It made me go back to V2.8. Hope they fix this or provide a solution. Gret...
