Is there a setting that will only display the full screen controls if the cursor goes below the bottom border, and have the controls hide immediately after mouse leaves the toolbar, with no delay?

I have a few settings related questions. 1. Can I relocate the Appdata>roaming>vlc folder to a partition other than the OS? 2.
