I think this one is valuable enough to be implemented in VLC itself some day. Dont expect it any time soon, but I wrote a ticket 19113 for it.

Instead of adding a new element, I wrote a proposal to make the slider wider (ticket 19111), and add new hotkeys for extra fine tuning (ticket 19112).

A new text field like option would be possible, but redundant if hotkeys can be used. Lets first see if this works well enough.

VLC 3.0 will come within a few months I expect, it will be better than.
I could point you to an early build of VLC 3.0 but since you don't seem familiar with it its probably best to wait for the official release.

I tried to raise the issue of restarting being against intuition for a setting like this, ticket 18701. The result was an angry developer.

You could just not save the recently played items. Tools -> preferences -> uncheck save recently played items.
Save and restart VLC for it to take effect.

I don't think VLC can do this yet, but it is part of a feature I have been planning to work on.
