How does VLC handle monitor refresh rate / video frame rate synchronization?

So how does VLC handle differences in terms of monitor refresh rate vs video frame rate. I see that there are no dropped frames when watching, for example, 59.94 fps video on a 60 Hz monitor. So, generally, how does VLC achieve that?

I'm not sure I know what exactly you mean. Well, it's an HTTPS stream, so, in that sense, it's encrypted. But, VLC should be able to decrypt it (it gets the key during the TLS handshake, no?). And again, Chrome plays it fine, so I believe VLC should be able to play it fine also. Or is there a reason...

Try VLC 3.0 from nightly builds. OK, tried it, and now it does "open" the stream, however there is no audio or video (just a black screen). Here is the link to the console output (I let the stream "play" for a few seconds and then stopped it myself). http://pastebin.com/HnTF65n4

DASH stream not playing, no suitable demux module

I am trying to play an online live stream (a DASH stream) using VLC, and I get the following error: VLC can't recognize the input's format. Stream plays fine in Chrome.
