Fortunately, the x64 PaleMoon browser does not have this ridiculously restrictive whitelist.
The VLC x64 plugin .xpi file works perfectly using the PaleMoon browser.

I installed 64-bit VLC version 2.2.4 and then downloaded/installed the 64-bit .xpi file. I'm using Firefox 47.0 64-bit, and when I download the 64-bit .XPI file, it appears to install in Firefox, but doesn't show up on the Plug-ins page, but rather the Extensions page.
