In the settings, the "Automatically play next item" must be turned ON, otherwise the subtitle file is not loaded.
(Version 3.0.2. on AppleTV 4k, .srt subtitles)

My VLC on tvOS is 1.0.6. I use Connectify on my old computer with windows, it replaces a router for me.
