I'm still getting this issue with 2.2.3. Doesn't happen with every video, but it always happens with x265/HEVC video. My workaround in the meantime is to crop the bottom pixel off, which gets rid of the green line (even if it's more than a pixel high) - Tools > Effects and Filters > Video Effects > ...

Issue still exists in 2.2.3 :( Downgraded again to 2.2.1 Update 2.2.3 fixed it for me, didn't try changing any other settings. I'm still getting the issue with 2.2.3.
