Turning off the "use hardware YUV > RGB Conversion" in preferences>video , turns it off
the decision not for direct3d output

win 10 pro 10586.218 32-bit
AMD Radeon X1200
Direct3D output
In some videos, the green line appears on the bottom in VLC
2.2.3
and 2.2.2, It doesn't happen in 2.2.1
