Hardware Decoding in VLC 2.2.3 is still broken!
32-bit version.

Hardware Decoding in VLC 2.2.3 is still broken!
1) the Hardware-accelerated decoding option set to Automatic doesn't use the GPU, in fact the CPU usage is at 23% instead of 2%
2) the Hardware-accelerated decoding option set to DXVA 2.0 makes VLC to crash!
