Multiple Mpeg-4 sources feeding a Mpeg-2 TS

Is there a way in VLC to receive mpeg-4 streams, from the ever popular Internet Cameras, then transcode that into a single Mpeg-2 Transport Stream with appropriate program identifiers.

Basically is there any requirement for using a writable disk, temporary files, etc which would prevent use in a totally 'rom' based application.

Perhaps you have done this already, disable the automatic startup of the standard Apple DVD widget, so only VLC is the program to access the DVDs.
