Hope this doesn't sound to n00bish as a reply. I assume you don’t want people on the Internet to connect directly to the computer you are running vlc on? In which case you need a server (software) that you can stream to that will then split that stream and serve it to the Internet – Darwin streaming...

Are you using Windoes? I think you'll need to remove the quotes from the command line on Windows.
