I'm checking back into this thread a year later, because I've just finished up another computer that I replaced the motherboard and hard drive for and I had the same issue with VLC player and rocky's fix is the quickest and easiest way to correct it. Thank you for the advice.

I fixed it. I did a full uninstall (including preferences and caches). I then installed a previous version of vlc and updated through the player to 2.2.1. The toolbar is now on top.

I recently got a new desktop computer with Windows 7 on it. After installing VLC 2.2.1 I customized the interface like I normally do. I prefer to have the toolbar above the video rather than below. I clicked the box for 'Above the Video', but when I close out of that menu the toolbar is still below ...
