This could be Windows-specific, since I only use VLC on Windows. If I'm playing an .mp4 file at a slowed down speed, using hotkeys to jump hangs for around five seconds before it starts playing again. This doesn't happen on all file formats. This isn't working for me. Regardless of what I set "Fast seek" to, I get seemingly random jumping on lots of files, mostly DVD rips (.mpg files). In my experience, this hasn't always been the case. I don't recall having problems until about a year ago.
