Yes, as said, when I disable 'tools -> Preferences -> Input/Codecs -> Hardware-accelerated decoding' it works fine (at the expense of significantly higher battery drain)

Yes, with hardware acceleration disabled, it works fine. Who's the culprit ? It worked fine with 2.2 :(

I use the stereo jack with headphones or the built-in speaker (no BT) if that's what you need to know (I haven't seen any audio output option in the preferences menu)

With 0.1.4, I have "pulsing" I-frames when playing MP4 video (i.e. visible jump in picture quality every few seconds)
the same files don't exhibit this problem when played with the Samsung S4 mini video player

It's true that this file is playing badly in VLC 0.9.9. It is however playing fine in VLC 1.0.0-RC. Some points though: I don't know much about TMPGEnc Xpress 4 but have you tried a recent version of x264 ? Any suggestion for another player that would play native HDV 1080i on a 2 Ghz Centrino, for testing as you suggest ?
WMP10 can't keep up with the 25 Mbps and skips frames awfully (maybe the PowerDVD 5 codec is the culprit ?), while VLC plays beautifuly at ~80% CPU usage
