Well, thanks for everyones help!

Just to reiterate: The problem is not with any equipment i have - I'm requesting the info on how to gather an NTSC format webstream, and encapsulate it into PAL to then send out.

Someone must know if this is possible?

127.0.0.1 is your localhost. You can type http://localhost:8080 that is your PC You should be typing the network IP address of your PC and then the port.
