I already had a plugins.dat but VLC was still slow to open. Your idea of not scanning for new plugins did the trick. VLC now opens almost instantly. I was ready to search for another media player. You saved the day.

Try to select the following option:
Tools -> Preferences -> Audio -> Always reset audio start level to: 100%

I always reset the volume to 100%. I use the volume control on my speakers - not VLC - to adjust the volume.

VLC Media Player for Windows v2.1.5 opens at an arbitrary volume level: 76%, 130%, 84%, 103% etc. Many times it also opens at 100% volume. But I can never predict what the volume will be when it opens. How can I get VLC to always open at 100%?
