I found upgrading VLC to the 64-bit version fixed all my problems i was having, including this one! (i'm now able to play/enqueue folders again!)

IDK if this is realated to the original post, but what fixed this problem for me was upgrading to the 64-bit version of VLC! (now, VLC remembers my playlist location)

I still have the right-click dialogue "Add to VLC playlist", and individual movies/mp3 work fine, but now fsr, when i try enqueuing a folder, they don't work, i.e., VLC cylcles through all the tracks at a rapid pace, as if the files were "empty" or something. I have used VLC for ...
