Unchecking "resize interface to video size" doesn't really fix the problem. When F11 is pressed, VLC still creates a type of maximized window, called "fullscreen interface," that can't be resized. F11 then toggles between the maximized window and the smaller window. This maximize...

Still can find no such option in v2.1.3. What happened to it??? I can't get files to play from the DVD drive without lags, skips and artifacts.

I am having the same problem with VLC 2.1.2 on Windows 7 64 bit. It looks like the file caching option should be displayed when "File input" is selected in the "Access modules" page, but no options are displayed for file input or any other access module. This is a serious problem.
