Mine does the same. 2.0.8 does it too. No idea if it is meant to though. It looks to me as though it's displaying the output of the command in the second window. It's not actually opening a second "command window".

It should just work. Can you see your external drive in Windows? If you can then you should be able to open the files on it in VLC.

Media, Open File, select the drive, select the file.

It's not urgent because 2.0.8 works fine, but it would be nice to know it will be fixed at some point.
