Using VLC player and the H-264 codec; when converting a video to a quality of 15000 kbps or below, conversion works fine; but when converting it to somewhere above 15800 kbps or so, the conversion results in a video of around 800 kbps quality. This is regardless of the quality of the original video....

When videos are rotated, snapshots that I take are stretched and have higher dimensions (for example, a 1920x1080 video's snapshot turns into 3413x1920). Is this a known issue that's a byproduct of the video rotation system of VLC player? A bug that might eventually be fixed? Or is this not supposed...
