Is there a way to jump to a % of the video length?

For example to press the numbers 1 through 9 and jump to 10% through 90%?

(I know how to skip customizable specific time intervals.)

VLC 3.0.16 on Windows 10 Pro 64bit 21H2

I finally (after 9 months) stumbled onto a fix myself:
I disabled "Hardware-accelerated decoding"

Hmm. I think I got a capture, but I'm not totally sure because I couldn't even open it on the same PC

(Sorry I don't know when this behavior started, I haven't used VLC for a while.)

No matter what video I play (that play perfectly with other apps) I get a weird distorted image on frame bottom with the video squeezed into the frame (or in the case of the following example, letterbox) top. Oops wait, of course I don't want to literally "do those three actions instantly"!
I want to avoid those three actions, and with one shortcut instantly get the same result (of resizing the window to the video size). (Wow, I should not post when I'm too tired!)

I'm not getting the static now...perhaps because version 2.2.1 came out and I of course upgraded. I'll post logs if ever I need to ask for help again.

While playing back audio files (I tried FLAC and mp3) I get static about 50% of the time. The same files play back with zero static in Audacity.

This never happened before.

VLC 2.2.0
Audacity 1.3.12b

Firefox says the "VLC WEb Plugin" is "outdated/vulnerable", though the current VLC2.1.2 says the Mozilla plugin is installed (it's checked).

Firefox26 (though it's been this way for many versions, on both of my XP Pro sp3 computers).
