I noticed that VLC 2.0.7 use English for menu by default, but VLC 2.1.1 and 2.1.2 use Croatian (system).
Maybe it affects how VLC detect encoding of xml file, or something like that...

I took a short video clip and tagged it as movie.
I tried to play it with VLC 2.1.2 with no luck (window not responding, VLC process consumes almost 100% of CPU). Media Player Classic plays that clip without problems.
Well, that is kind of a problem because all files are few GB in size (movies). I can try to convert only few seconds of the movie, embed xml tags, and share it here... First of all, sorry for my bad English. Problem happens with VLC version 2.1.1. I'm using MkvTagger (2013-04-03) to download movie tag data and embed xml into mkv.
