udp://@227.20.10.40:1234:program=02 This does not work in the Open Network Stream box for URL. But it seems like it should work. If you put :program=02 in the Show more options, Edit Options box then that works. But that is a more painful 2 step process. From a Command Prompt this works: vlc.exe udp...
