How to include out-of-band sps/pps data?

I am pulling h264 via usb from a Logitech C920 web cam and restreaming over rtp. The NAL SPS/PPS data is included in-band in the resulting stream. I've verified this by using the duplicate sout and writing to an mp4 file and inspecting with mp4parser/isoviewer. But I need for the sprop-parameter-set...

You win, Rémi! I dug up a 2.1.4 build I had forgotten about and it works like a charm! With results like this, maybe I'll even upgrade to 2.1.5!

OK -- so I have a couple of different environments. ALSA+dsnoop result on 2.0.8 are similar. It will write audio to a file, but LOTS of buffer overruns, and the resulting audio is unusable.
