Is there a way to broadcast to any IP?

I am trying to stream a video source (actively being captured) by connecting to it via VLC. I am using this command: I am getting this error message though:

This was when I chose the stream option.

It just says "MRL passed to the Sout: v4l2:///dev/video0"

where do I change that, and what does that do?

I've tried streaming, it does nothing. When I do play, it is frozen, with blocks and rectangles of an image, stuck there. I don't see anything in the messages window.

I am trying to stream my HP webcam on my Raspberry Pi. I select the capture device, but then it gives me an error, such as it is not able to open the MRL 'vl2:///dev/video0'.
