Well I found this was being caused by the sharpen filter in vlc video effect tools. By unticking this option all videos play great. Not sure why some 1080p videos worked ok with this setting enabled. But I will just manually enable this for lower reolution videos

There are some .mp4 files that VLC will not play, the video freezes. These are mostly 1080p files but other 1080p files play on VLC as well. In Windows I have to use Power DVD as the workaround.
