vob is one of the files found on a standard dvd, along with .ifo files. i don't think vlc lets you convert to a dvd format. you will need to look elsewhere i'm not sure forum rules allow me to help you further
well on win 7, you can go to start --> default programs --> set your default programs and assign media to another player but you will lose vlc as the default opener. i suppose you could look into putting a feature request through asking icons to be different for different file types.

what version is your vlc because i don't have such issues. vlc 2.0 branch did have sound issues. they were supposed to be fixed in 2.1. also, 2.2 is out now.

the 7z or zip versions have always been portable. the settings may not save as i think they're saved in the folders of the computer so each system would reset. you could put a request forward (following the reporting procedure) so it is totally portable including settings if you like.
