Center window

I'm sure it's been mentioned before. You open a video, VLC centers it on your desktop like Irfanview as an example.

Set to Wallpaper does not show desktop icons

Two computer(Win7/diff Radeons) do not show the desktop icons when the video is set to wallpaper.

With one XP system(intel fx) I have access too it does show desktop icons when the video is set to wallpaper.

Is it a o/s problem or video chip problem?
