I uploaded a 10 sec sample to http://streams.videolan.org/upload. However, I could not fill in a Trac Ticket reference because I do not have one.

I'm confused if this issue should be reported as a bugfix request or a feature request and if it is Windows-specific or not... could a moderator/administrator help and move this to the correct section? Thanks!
