The video codec seems to be mapped now, but it might be a different version or something.

VLC for Android has been out of beta for a while... have you tried the nightly builds?

Typically Android devices tend to be too weak to be able to encode/transcode on the fly, but it might be possible with some work (and really powerful hardware).

Stream output is currently disabled on Android by default.

What kind of files?

Can you access them from a file manager app like OI File Manager?

1) Not yet.

2) You can use the device's volume buttons for that.

You can open a URL to the .sdp file as a network stream as with VLC for Desktop.

There is an HTTP interface but since Lua is not present on Android, it is not enabled.
