Found a temporary workaround:
(On a Windows 8.1 system) I uninstalled VLC 2.2.1 and installed the older version 1.1.10.
That fixes the no-menu problem.
Hoping that the parallel version 3 64-bit version will come soon... (videolan website still has version 2.2.1 as latest.
2.2.1 is the one that's misbehaving on my system [not showing DVD menu upon opening])
