We could buy a card, indeed.
I can purchase a card and have it sent to a developer in the US/Canada or provide funds if it means that somebody will work on this.
It would probably take one of the experienced developers no more than an hour or two.

Can you gdb debug the crash?
It doesn't look like OP is reporting an actual crash.
His problem is "In this case the card is not detected as a new video peripheral."

I am able to reproduce this 100% of the time on Windows 7 64bit running the 32bit version of VLC 2.0.1.
