Here the content of the setup directory of the card. May be some files could be added in the windows drivers folder (the DLL files), or some thing like that. It doesn't look like OP is reporting an actual crash. His problem is "In this case the card is not detected as a new video peripheral." This is it. It is not detected as a new video peripheral. Though I have an other TV Card (Pinnacle TV Card), wich runs perfectly and I can use it with VLC.
