VLC is not the issue here, the problem for you is the firmware on your DVD drive. I do not know what model of DVD drive is in your laptop or wether RPC1 firmware is available for it, but this isn't really the right forum for problems relating to DVD drive firmware. To be able to watch all disks of any region you need an RPC1 drive and software that does not enforce region coding. In VLC you have the software part of the puzzle. Just to prove the point that this is a general bug and not platform specific, I just recreated it on Kubuntu Breezy and VLC 0.8.4.

Given the nature of the problem I would have been amazed if it was platform specific, but I had the box fired up so I thought I may as well make 100% sure.
