I also have the SAME exact problem. And only in VLC version 2.x.x onwards. No stuttering problem of any kind in any of version 1.x.x.

I have the same stuttering problem. Changing the file caching did not help and enabling GPU decoding also did not help. I did NOT have the stuttering before version 2.0.0.
