Especially in Japan, I think ISDB-T tuner support is a little hard. Because of driver, protection(encryption), supported hardware ...
I personally started to add a feature to show digital closed caption (ARIB STD-B24) from recorded stream (MPEG-TS).

You can try cross compilation with Linux(Ubuntu) or something. On Windows, you should do it in a virtual machine.
I think cross compilation is much easier than native compilation with MSYS.

Preferences -> Video Setting -> Deinterlacing: Off/Automatic/On, Mode: Discard/Blend/Mean/Bob/Linear/X/Yadif/Yadif (2x)/Phosphor/Film NTSC (IVTC)

The method for badly-behaved distributions

On 32bit OS, at least Windows XP, yadif deintelacer crashes VLC.
I mainly used vlc for win32 on Windows 7 64bit and got no problem, so I missed this issue.
I wrote a patch and will send it to the vlc-devel.

Does VLC crash if switching to Yadif, not Yadif(2x)?
Does VLC crash with specific files, or every files?

VLC on C|Net Download.com is (was?) bundled with malware. Not only VLC but other software.
Anyway, don't download VLC from C|Net Download.com. Download it from the official site.

Unfortunately you cannot compile VLC with VisualStudio(MSVC).
