With VLC you can do this:

Tell you what: It doesn't even matter if the bookmark URL points to a local drive or a non-local resource. That distinction is not pertinent as even local content can change! Unless you want to store filesize + last modified file date (for speed gain, to avoid hash comparison if time or size differs...
